Rikki Card


Rikki Toppas is a bilingual insurance agent. She represents several lines of insurance to meet all the needs of her policyholders. Besides serving those interested in life insurance, she can also advise you with Medicare, health, and supplemental insurance. Rikki practiced as a Chiropractor and owned her clinic for 15 years in the Las Vegas area. Because of her background and life experiences, she is knowledgeable in the particulars of insurance, and always puts her policyholders’ best interest first, by helping them utilize their benefits.

Catherine Price


Catherine Price has been in the Medicaid field since 1996. Her career in Medicaid began with the Florida Department of Children and Families as a Medicaid Program Specialist. She left the State in 2005 to start her own business in Medicaid Planning Consulting. Catherine is a Certified Medicaid Planner.

She has achieved a remarkable 100% success rate in obtaining Medicaid coverage for over a thousand clients, saving them millions in long term care costs.

Early on in her career, she worked in the banking and credit union industry. Her education has included earning an A.A. degree in Paralegal Studies and earning an MBA. She has served as a guest trainer on Medicaid Policy for St. Petersburg College’s Guardianship Program. She has served as President for the Florida Association of Medicaid Planners.

Catherine’s background in government benefits for those over age 65, banking and insurance makes her a valuable asset to our team.


Eliseo Santana


Eliseo is bi-lingual and is looking forward to connecting and serving our Spanish speaking community.

Eliseo Santana and his wife, Nereida, moved to Pinellas County after completing a 4-year enlistment with the U.S. Army. They have called this area home for +37 years. He is a father of 4 grown children and 11 grandchildren who all live in Pinellas County where they interact with each other daily.

Eliseo earned his MBA from Schiller International University (Madrid & Largo) after retiring from the Pinellas County Sheriff’s Office with 31 years of service.

The need to be of service to our wider community was awaken after reading that thousands of our local students could not read or write. There is a time in which a concerned citizen needs to stand-up to attempt to make a difference.  Last year, he became a candidate for the Pinellas County School Board, which was his first time running for political office and grateful for the experience.

Currently, Eliseo serve as membership chairperson and on the Board of Directors for the League of Woman Voters North Pinellas.
